Both the Senior Staff Union of Nigerian Universities SSANU and Non Academic Staff Union of Allied Educational Institutions NASU who are currently on a two-week nation-wide warning strike, have condemned the introduction of Integrated Payroll and Personnel Information System IPPIS, describing the payment platform by the Federal Government as fraudulent in the public university system in the country
Secretary of SSANU at the Federal University of Agriculture Abeokuta FUNAAB, Dr. Anjorin Oluseyi and Chairman of NASU at the same Institution, Comrade Edivri Samson Idowu expressed their displeasure over the usage of the mode of payment while featuring on a radio programme monitored by Edu-Biznews.com on Tuesday in Abeokuta, the Ogun State Capital in South West Nigeria
The two unions joined the striking academic staff in public universities, in rejecting the payment platform by the Federal Governments and demanded for its immediate replacement with Perculiar University's Personnel and Payroll System (U3PS) designed by the bursars who are members of the unions, to address the peculiarities of the University's system and streamline the mode of payment
The IPPIS according to them, has been characterized by several Irregularities in the payment of salaries to staff with many of them being short paid on monthly basis
They added that the two unions had earlier agreed to the usage of the IPPIS on the assurance by the government that it would curb corruption and integrate the peculiarities of the University System but the payment mode failed to curb corruption and address peculiarities in the system in term of payment of salaries to workers lamenting that "IPPIS mutilated the payment in the University's system"
The two union accused government of failing to implement the Memoradum of Understanding MOU signed in 28th of October, 2020 within six months agreed and refused to honour the Momorandum of Action MoA in 2021 till date
The union leaders claimed to have written several letters without response from government, including those written in 24th of February, 2022 and 16th of March, 2022 addressed to Minister of Labour, notifying it of the need to address the demands of the union to avoid the ongoing nation-wide warning strike
They listed some of the demands to include payment of national minimum wage to Non-Academic Staff, payment of retirement benefits to retirees, proper funding of state Universities saying some of them like the Edo State University, Ekpoma whose workers are being owned five months ago and the Tai Solarin University of Education by the Ogun State Government
The unions raised concern over the usurping of its members officials roles in the running of the University's system, wondering why a Professor who should be involved in teaching and researching now running a Transport Directorate at the expense of Chief Engineer in the Works Directorate or Sports Directorate not allowing Coaches to run the Directorate, a situation where a academic staff now lead Universities to Nigeria Universities Games NUGA , insisting that the practice must be stopped henceforth
On the released of the N22billion earned allowances out of the N30billion being demanded, the two unions condemned the sharing formular which give 75 percent to academic staff while the three Non-Academic Staff Unions are to get 25percent describing such sharing formular as wicked
